2004'Exchanges and Investigation

1. February 20th ， with the assistance of International Labour Organization Beijin Area Office, organized ex-perts to compile WTO and China Labour Security Management Handbook-International Labour Standards and Corporate Social Responsibility(hereinafter “ Handbook ” ). Professor Lin Yanling, China Institute of Industrial Relations and Professor Chang Kai, School of Labor and Human Resources, Renmin University of China, com-piled the first and second part of the Handbook respectively, and Zhou Weidong, PDA Network, also the Editor and Planner of the Handbook did the third part

2. March 29th-April 1st, arranged by Hong Kong Waya Training Management Consulting Co.,Ltd, General Secretary Gan Wenchuan was invited to attended 10th Anniversary Ceremony of EMBA Program , City University of Hong Kong . and successively exchanged experience over such issues as respective business scope and nature, the prospect and filed of cooperation with Hong Kong University of Science and Technology, the Chinese University of Hong Kong ， the Hong Kong Polytechnic University ,Hong Kong Productivity Council ,Hong Kong Vocational Training Council and SGS in Hong Kong and reached a tentative agreement on cooperation in some respects.

3. March 30th ， Upon the invitation, Zhou Weidong,Director, International Exchange Section, attended Cor-porate Social Responsibility Forum held in London by Fair Trade Cooperative Organization(FTCO).

4. April 24th, designated by DLSSGP ， Secretary General Gan Wenchaun, in company with delegations of Guangdong State-Owned Administration Commission participated in Human Resource Management Development in Chinese Corporation Forum&Survey Results Press Conference held at Beijin Jingxi Hotel by the Development Research Center of the State Council (DRC), PRC.

5. May 11th, assisted Ethical Trading Initiative(ETI)Project Team (China) and Cultural and Education Section, British Consulate-General Guangzhou holding ETI,(Ethical Trading Initiative)Information Session at Guangzhou Asia International Hotel. 200-odd members of ETI ， Representatives of the International Labour Organi-zation(ILO), International Confederation of Free Trade Unions (ICFTU) and World Working Woman (WWW) made speeches on such topics as International Labour Standards ， Labour Union, Non-governmental Organization ， Labour Security and Health in Corporation and Factory ,and so on. Secretary GeneralGan Wenchuan presented the speech about China government ' s consistent commitment to the labor ' s lawful rights and interests protection.

6. May 12th, Secretary General Gan Wenchuan exchanged viewpoints on International Labour Standards and Corporate Social Responsibility with the experts ， who attended ETI information session ,from Kennedy School of Government, Harvard University and London School of Economics/Political Science ， University of London

7. June,15th ， Secretary General Gan Wenchuan, working with Institute for International Labour and Infor-mation Studies ， Institute for Labour Scientific Studies(ILSS) of Ministry of Labour and Social Security(MLSS) ， PRC, Ministry of Commerce ， PRC and China Enterprise Confederation(CEC)/China Enterprise Di-rectors Association(CEDA) ， conducted Corporate Social Responsibility investigation and research in Guangzhou ， Shenzhen, Dongguan ， Zhongshan, etc. ILSS , Ministry of Labour and Social Security ， PRC subse-quently published research report: Research on Action plan for Corporate Social Responsibility

8. July 25th, PresidentSun Qingqi, Secretary General Gan Wenchuan and leaders of Guangzhou , Shenzhen Human Resource Management Association attended the First China National Presidential Conference held at Kunming by the China Association for Labour Studies.

9. July-September ， Secretary General Gan Wenchuan ， as a an expert recommended by DLSSGP ， partici-pated in the investigation, study, and theoretical demonstration of the Sino-U.S Labour Law Consulting Service Project executed by the Asia Foundation. He did the field work in Anhui , Yunnan and Tianjin to demonstrate the feasibility of the projects in these three areas . the Experts Team comprising Wang Wenzhen, Assistant Research Fellow of the ILSS of the MLSS ， PRC ， Yu Ruijun, Director ， Tianjin Labour Secutity Law Consulting Center and Director ， Department of Legislation ， Tianjin Labour and Social Security Bureau(TLSSB), Tan Shen, As-sistant Research Fellow of the Institute of Sociology, CASS, Professor Dong Baohua, East China University Of Politics and Law and Yuanyue, Chairman of the Horizon Group.

10. July-August, under the ground of thorough investigation and research and exchange of viewpoints , the Association handled two motions on Corporate Social Responsibility raised by China Zhi Gong Party Guangdong Provincial Party Committee and other members of the Committee of the People ' s Political Consultative Confer-ence of Guangdong Province.

11. September 1st-2nd, Secretary General Gan Wenchuan and Ke Zhiqiang, Director, Counseling Depart-ment went to Beijin, Tianjin to investigate the advanced practice on Labour Security consulting and internal system construction by the ILSS, Ministry of Labour and Social Security, PRC, China Association for Labour Stud-ies(CALS) ， Tianjin Labour and Security Consulting Center(TLSCC).

12. September 22nd, assigned by DLSSGP ， Secretary General Gan Wenchuan met and talked with Mara ， the Chief of BSR Hong Kong Office, who was then commissioned by the World Bank for the investigation and research of the Corporate Social Responsibility.

13. October 5th-7th, Zhou Weidong,Director of the International Exchange Section, was invited to attend CSR Conference held at New York ,U.S.A by FTCO.

14. October23rd-25th, Secretary General Gan Wenchuan and the leaders of the HR Association of Guangzhou, Foshan and experts from Communist Party School of Guangdong Provincial Party Committee and South China Normal University took part in the 2004 Annual Meeting& Symposium on Problems of New Period Industrial Relations held at Wuhan by the CALS.

15. November ， 10th, Secretary General Gan Wenchuan was invited to join the 2004 Rural Old-age Insur-ance, Medical Insurance Theory Seminar held by Foshan Association for Labour Studies. The Seminar probed in depth the Rural Old-age and Medical Insurance issues which has become the center of public attention and the ticklish problems haunting the government.

16. November 15th-19th, upon the invitation of Shenzhen Municipal Labour and Social Security Bureau ， Secretary General Gan Wenchuan took part in the Corporate Social Responsibility Survey in Hong Kong, and ex-changed experience and practice on Corporate Social Responsibility with the Hong Kong Federation of Trade U-nions, Federation of Hong Kong Industries, International Council of Toy Industries, Hong Kong Gongyi Company,CSSS Hong Kong Office, Walt Disney(Hong Kong) Company, and MTR Corporation Limited

17. December 8th-10th, President Su Qingqi, Secretary General Gan Wenchaun participated in the celebra-tion of the Tenth Anniversary of the Enforcement of the Labour Law and Theoretical Disccusion Symposium held by China Association for Labour Law Studies and exchanged experience with meeting participants.
